What we have observed is that wind speed tends to be biased low over land, particularly montanoeus areas (in Europe) and high over the sea. You can check this paper for France for instance https://doi.org/10.5194/asr-17-63-2020
We would be especially interested for results over Sea (North- and Baltic Sea) ... Do you know any research in these areas?
I’m afraid I don’t know of any off the top of my head. It’s worth checking also the ERA5 paper https://rmets.onlinelibrary.wiley.com/doi/10.1002/qj.3803 and the C3S ERA5 website
