Specifies and ODB query.  

filter="<ODB query>"

While ODB data is retrieved from MARS, the result can be filtered, e.g. the line   

FILTER = "select lat,lon,obsvalue where varno=39"

would pass that lat/lon location and the actual value of the observation (2m t) to the target file
