The program is designed to allow manipulation of data fields encoded in the WMO GRIB data format.
Tools on other websites
A wide range of tools for manipulating TIGGE data is available from the NCAR TIGGE portal. They include tools from a range of different providers to visualise and manipulate GRIB2 and netcdf data, and to support model validation.
A set of scripts to download TIGGE data, and plot it (using GrADS ) is available from http://tparc.mri-jma.go.jp/TIGGE/TIGGE_sample.html.
